Historic Preservation

DBS Planning Consultants, Inc. has worked with many clients in the preservation of historic resources.  The firm has secured funding through the New York State Office of Parks, Recreation and Historic Preservation, the US Department of Housing and Urban Development, the New York State Department of State among others to undertake these projects.

Steven Kirk worked with the Village of Athens to secure a funding committment from the Office of Parks, Recreation and Historic Preservation to restore and protect a valuable Village resource, the Van Loon House.  Thanks to this funding, the property will be maintained and enjoyed for generations to come.



In 1998, the Village of Athens contracted with DBS Planning Consultants, Inc. to undertake a housing rehabilitation in the Village’s District.   The firm designed the program and prepared an application to the US Department of Housing and Urban Development for a Community Development Block Grant


The project was awarded and the projected resulted in the rehabilitation of approximately 20 housing units, all of which were eligible for inclusion in the Federal Register of Historic Places.  The firm also assisted the Village in the administration of this project.  At the conclusion of the project, the Village was recognized for excellence in the restoration of historic residential properties by the New York State Office of Parks, Recreation and Historic Preservation.  As a result, the Village was awarded a grant of $100,000 through the Regional and Community and Historic Preservation Benefit Fund, a pilot program introduced in support of housing rehabilitation revolving funds for historic properties. 


DBS Planning Consultants, Inc. was selected to prepare the program guidelines for this groundbreaking program.  The fund is still active within the Village and has assisted several homeowners with the rehabilitation of their historic homes.
